Yup, she’s talking about Exemption B5 in the Freedom of Information Act. Which, I would guess that she suspects will be used to quash attempts to find out what happened here.
It exempts from mandatory disclosure “inter-agency or intra-agency memorandums or letters which would not be available by law to a party other than an agency in litigation with the agency.”

Here’s a good church (there are some) who genuinely deserves tax-free status:
the parish was founded in 1844, the large church was completed in 1848 (it’s architecturally significant), but the neighborhood has changed a lot in recent generations and there’s very few Episcopalians there anymore. So they pulled out the pews, the couple of dozen parishioners sit in folding chairs for morning prayer, and then the place turns into a soup kitchen for the rest of the day. 900 meals a day, M-F.
They also give out socks, underwear, soap and toothbrushes, etc to the homeless, and backpacks full of non-perishable food to homeless families, or local low-income families whose kids rely on free school lunches. Volunteers and cash donations come from dozens of smaller congregations around town (multiple faiths), non-faith groups, even corporate sponsors.

When Eric discontinued his blog, I started following Sully, who seemed reasonable in those days, but I really had failed to pay sufficient attention to his 1990’s support for Charles Murray and the Bell Curve (a vile, dishonest piece of work) and his misogyny. It does seem as though that, after Obama gave him SSM, he started reverting to his racist Tory heritage and now he has returned to full-blown white supremacism. He is an example of how sanity can be a brief interlude in someone’s history — that the pull of racism can overcome rational thoughts.

I mean, even in this day and age I don’t think everything should be dismissed as fake unless reliably proven otherwise - but when the Trump clownshow is involved, more than the usual dose of skepticism is warranted.

The main reason Sully became an Obama fan is… being HIV+ used to be grounds to deny entry at the airport. Sully couldn’t visit his family, or go to his college reunion, because he was afraid he wouldn’t be allowed back into the country. Candidate Obama promised to change that rule. The Iraq thing was a tangential reason that he only adopted to keep people from noticing too quickly that his true motive was entirely personal.

I’ve done enough time as an action officer for these kinds of government documents. I’m guessing it’s in Farsi, not Arabic, although I don’t know either language. I’d assume the extra text is the translator’s name and details. It depends from country to country which language(s) the document is delivered in, but in this case the Iranians probably wouldn’t put their translation on a US DoD letterhead. ETA: Obviously, you only do the translation on the finished approved document; otherwise, if you make a change to it you have to send it through again.
Most official documents are delivered electronically, even at high levels, and you won’t be able to do much with an electronic signature between different governments, so it’s either a picture of a signature or just the text of the name as signature. So having a blank signature block in the final document wouldn’t be strange.
Any document of significance gets formally staffed per a checklist, and nobody is going to “accidentally” send out a draft to the fucking recipient before that. Drafts are marked DRAFT all over them to avoid this kind of thing. I have no idea what actually happened here because this kind of confusion would not be possible if there had been any sort of normal process for this.
